What Is an Impervious Surface?
An impervious surface is a hard area that either prevents or slows the entry of water into the soil mantle. It occurs under natural conditions (prior to development) and from which water runs off at either an increased rate of flow or in increased volumes. Swimming pools, or portions of pools built outside the building footprint, count as impervious surfaces when calculating lot coverage.
